On January 16, the Armenian government approved the Rehabilitation Program for Domestic Violence Perpetrators, which will come into effect in 2026 and is designed to rehabilitate individuals who perpetrate domestic violence. Deputy Minister of Labor and Social Affairs Tatevik Stepanyan, while introducing the draft decision, noted that the law was adopted in 2017 and became effective the following year, with amendments to the law taking effect on July 1, 2024.
The proposed program is scheduled to begin in 2026. Tatevik Stepanyan outlined. According to the Deputy Minister, the program's implementation will help prevent domestic violence, ensure the safety of victims, address the behavior of perpetrators, and decrease the likelihood of violence recurring. The program will be implemented in Armenia for the first time. The Ministry of Labor and Social Affairs, as the designated authority, will oversee the program implementation through a non-governmental organization selected as the grant competition winner in accordance with legal requirements outlined in the project. The target beneficiaries of the program will be individuals who have engaged in domestic and family violence, have received police warnings, and have been issued restraining orders by the court. < In 2023 the police issued 424 warnings, and in 2024 - 574>, Stepanyan said. She added that the program was implemented after studying the experiences of different countries.
