ArmInfo.Armenian Prime Minister Nikol Pashinyan has published his proposals for achieving peace with Azerbaijan. These proposals include the dissolution of the OSCE Minsk Group and the renunciation of mutual claims, including those brought to international courts. Additionally, the discussion of issues related to refugees from both countries is also on the table.
"Western Azerbaijan is Gazakh, Tovuz, Aghstafa, Gadabay, Dashkesan, Kelbajar, Lachin, Kubadli, Zangelan. There is no "Western Azerbaijan" beyond this, and cannot be. Western Armenia is Armavir, Talin, Maralik. There is no Western Armenia beyond this and cannot be. Eastern Armenia is Ijevan, Berd, Chambarak, Vardenis, Jermuk, Goris, Kapan, Nerkin Khand, Nrnadzor. There is no Eastern Armenia beyond this, and cannot be," Pashinyan wrote on his Facebook page.
The RA Prime Minister pointed out that Baku insists on Armenia discussing the issue of refugee rights under the "Western Azerbaijan" narrative. "However, by using the narrative of "the issue of return of Western Azerbaijan refugee", Azerbaijan is shutting down any possibility of discussion, as it makes it evident that it is thereby attempting to use the refugee issue to challenge the territorial integrity of the Republic of Armenia, a sovereign state and a subject of international law, and to make territorial claims against Armenia. In order to address this issue, Azerbaijan must first abandon the "Western Azerbaijan" and similar narratives," Nikol Pashinyan emphasized.
He also pointed out that by questioning Armenia's right to have a defense-capable army, the official Baku is attempting to gain the opportunity to carry out aggression against the Republic of Armenia without hindrance. According to Pashinyan, Armenia's proposal for establishing lasting stability and peace in the region is clear: both sides should abandon escalatory narratives, continue the border delimitation process based on the experience of the Berkaber-Voskepar section and adhere to the regulations on joint activity of the delimitation commissions of both countries. Additionally, they should sign a Peace Treaty, which is already 90% complete.
The Prime Minister of Armenia is also proposing to start implementing the "Crossroads of Peace" project, by resolving the issue of connection between Azerbaijan and Nakhichevan through the territory of the Republic of Armenia and the issue of Armenia-Armenia connection through the territory of the Republic of Azerbaijan, in accordance with Armenia's proposals submitted to Azerbaijan following the meeting in Kazan. Pashinyan recalls his previous proposal to introduce a joint mechanism for investigating ceasefire violations, fully resolve the issue of detained persons, and work intensively to determine the fate of missing persons.
The Armenian Prime Minister agrees to mutually withdraw all claims against each other, including, but not limited to, claims in international courts, to work on the complete and effective implementation of the provisions of the Peace Agreement, and to establish a mechanism for negotiating around mutual arms control, quota allocation and restrictions on their use. He is open to comprehensively discussing issues related to refugees from both countries by forming a joint professional expert commission after the establishment of peace. Nikol Pashinyan is ready to dissolve the OSCE Minsk Group.
