In an interview with VGTRK and RIA Novosti, Aliyev explained the provision about the non-deployment of outside forces pertains to Armenia. " NATO infrastructure was deployed on the border under the guise of so-called European observers. According to the agreement between Armenia and the European Union, an EU mission has been stationed on the border for regular patrols and to report on the situation, aiming to promote stability in the border areas," said Aliyev. However, he seemed to forget the fact that Turkey, an active NATO member, trains Azerbaijani military personnel and has a presence in the Republic of Azerbaijan.
