ArmInfo. We must strengthen the tools for preventing genocide, including by strengthening the tools of the International Court. This is stated in the message of UN Secretary-General Antonia Guterres, which was read out by Francoise Jacob, United Nations Resident Coordinator in Armenia, during the 5th Global Forum against the Crime of Genocide.
In his message, the UN Secretary-General noted that, unfortunately, in this fragmented world, full of mistrust and violence, the dark specter of genocide haunts us even 76 years after the adoption of the UN Convention on the Prevention and Punishment of the Crime of Genocide. He called on governments of all countries, in the name of the victims and survivors of genocide, to ratify this convention, fully implement it, and bring all perpetrators to justice.
Guterres stressed that the UN Convention obliges to implement the decisions of the International Court. He pointed out the need to increase education and awareness, which will help counter disinformation that encourages hate speech and pushes for genocidal actions. "Everything possible must be done for the early prevention of genocide," Guterres noted.
He stated that the best way to show respect for the memory of the victims of genocide is to initiate measures against the perpetrators of these crimes against humanity. "That is why we have gathered here," the UN Secretary General said.
Armenia ratified the UN Convention on the Prevention and Punishment of the Crime of Genocide in 1993.
