ICJ fixes 12 November 2025 as time-limit for filing of  Counter-Memorial of Armenia in Armenia v.  Azerbaijan case. 

ArmInfo. Below is an order  by the International Court of Justice (ICJ) fixing  The International Court of Justice, Composed as above,  After deliberation, 

Having regard to Article 48 of the Statute of the Court and to  Article 79ter, paragraph 5, of the Rules of Court,  Having regard to  the Application filed in the Registry of the Court on 23 September  2021, whereby the Republic of Azerbaijan (hereinafter "Azerbaijan")  instituted proceedings against the Republic of Armenia (hereinafter  "Armenia") concerning alleged violations of the International  Convention on the Elimination of All Forms of Racial Discrimination  of 21 December 1965 (hereinafter "CERD"),

Having regard to the Order of 21 January 2022, whereby the Court  fixed 23 January 2023 and 23 January 2024 as the respective  time-limits for the filing of a Memorial by Azerbaijan and a  Counter-Memorial by Armenia,

Having regard to the Memorial of Azerbaijan filed within the  time-limit thus fixed, Having regard to the preliminary objections  raised by Armenia on 21 April 2023;

Whereas, under the provisions of Article 79bis, paragraph 3, of the  Rules of Court, the filing of preliminary objections by Armenia had  the effect of suspending the proceedings on the merits;

Whereas, by its Judgment of 12 November 2024, the Court found that it  has jurisdiction, on the basis of Article 22 of CERD, to entertain  the Application filed by Azerbaijan, except with respect to  Azerbaijan's claims relating to alleged acts that occurred before 15  September 1996, the date on which CERD entered into force between the  Parties, and with respect to Azerbaijan's claims relating to  environmental harm,

Fixes 12 November 2025 as the time-limit for the filing of the  Counter-Memorial of Armenia; 

And  Reserves the subsequent procedure for further decision. Done in  French and in English, the French text being authoritative, at the  Peace Palace, The Hague, this twelfth day of November, two thousand  and twenty-four, in three copies, one of which will be placed in the  archives of the Court and the others transmitted to the Government of  Azerbaijan and the Government of Armenia, respectively.
