ArmInfo. On November 8, the Council of Elders of the second largest and most important city in Armenia, Gyumri, convened a meeting to discuss the issue of electing a new mayor of the city.
The members of the Council of Elders present at the meeting waited 30 minutes to ensure a quorum, after which Artur Papikyan, a member of the Civil Contract party, declared the meeting failed due to the lack of the required number of votes.
Entire Balasanyan bloc, including Mayor Vardges Samsonyan, previously ruling the city, resigned from their mandates as members of the Council of Elders of Gyumri, after which it became necessary to elect a new head of the community.
