Not a single government of Armenia in its entire history of independence has raised the issue of recognizing the Armenian Genocide of 1915 in Ottoman Turkey as a precondition for the normalization of Armenian-Turkish relations. This was stated in an interview with Azatutyun by Armenia's special representative for the normalization of Armenian-Turkish relations Ruben Rubinyan.
<I think this is the right position. We do not raise this issue as a precondition, because this was our position>, - he said. At the same time, Rubinyan attached importance to the normalization of relations not only between states, but also between the Armenian and Turkish peoples.
When asked whether the Turkish side has any claims regarding the Constitution of Armenia, where, according to their statements, there are territorial claims against Turkey, Rubinyan noted that such a thing was never voiced during their meetings with the special representative of Turkey. In addition, he noted that the latter also did not stipulate the need to coordinate all processes with official Baku, although such statements were made by them.
