ArmInfo.The text of the draft law "On ratification of the regulations for the work of the commissions on delimitation and demarcation of borders between Armenia and Azerbaijan and border security" itself provides answers to all questions. This was stated on October 22 from the rostrum of the National Assembly of the Republic of Armenia by Deputy Prime Minister Mher Grigoryan, who submitted the draft law for ratification.
According to the Deputy Prime Minister, the agreements between the parties provide for interstate procedures to be carried out in accordance with the national legislation of Armenia and Azerbaijan. After this, the process of exchanging notifications on the implementation of all procedures will begin, and only then will the regulations come into force. "I will say more, I do not see any problems with Azerbaijan refusing to ratify the document. Its approval by the National Assembly of the Republic of Armenia will indicate Yerevan's desire to continue this process, but this does not mean that the opposition's justifications are correct," Grigoryan said.
He admitted that it is impossible to describe all possible developments of the situation in the document. "The process of delimitation of 2.7 km of borders showed that there can be a lot of details. And if there is an opportunity to discuss this collegially and come to a consensus, we considered that the document should not be overloaded with descriptions, but simply record the provision on consensus," the Deputy Prime Minister emphasized.
On August 30, Yerevan and Baku signed a regulation on the joint activities of the commissions for delimitation and demarcation of the state border. The regulation was adopted by the government of Armenia at a meeting on September 5. In particular, it provides for the organization of delimitation work, the adoption of relevant documents, the preparation of a protocol-description of the crossing of the state border, the preparation of a delimitation map of the appropriate scale, as well as the work of expert groups. It is also noted that the regulation and documents that will be adopted on its basis will supplement the legal basis for ensuring the full course of delimitation work. The regulation provides for the regulation of procedural issues between the two countries after the signing of the state border agreement. On September 26, the Constitutional Court found the Regulations to be in accordance with the Constitution.
