ArmInfo.After the state border between Armenia and Azerbaijan is clarified, an international agreement will be signed, which will undergo the appropriate ratification procedure.
This was stated by Deputy Prime Minister of the Republic of Armenia Mher Grigoryan on October 21 during a meeting of the RA National Assembly Committee on International Relations, who presented the draft law "Regulations on the joint activities of the commissions on delimitation and demarcation of borders".
Grigoryan noted that the description of the border will be presented in the final protocol, which will have to become part of the international treaty. The delimitation of the borders is planned to be carried out in accordance with the maps of the General Staff of the USSR Armed Forces from 1976. However, as the Deputy Prime Minister emphasized, the main problem in the process of delimitation of the borders between the two countries remains the lack of a single map. "The issue of maps is the most difficult in this process. You know that there is no complete map. There are maps adopted at different periods of time. The General Staff map of 1976 contains legal documents that were mandatory for Armenia and Azerbaijan, it was drawn up by a body that had such authority," Grigoryan said.
The Deputy Prime Minister also noted that the two countries have not yet discussed which section, after the Tavush region, will be the next stage of border delimitation. "Even the principles by which the sections will be selected have not been recorded. There is one directive - the issue must be resolved by consensus," the Deputy Prime Minister said, without specifying whether Azerbaijan had threatened Armenia with war if the delimitation and demarcation of the borders in the Tavush region was not carried out. "In terms of threats or the content of our discussions, I simply have to ask that we limit ourselves to what we have. Moreover, I cannot say more than what was said in the official press releases," Grigoryan said.
The Deputy Prime Minister emphasized that the regulations governing the principles of work of the commissions of the two countries on the demarcation of the border between Azerbaijan are not the only legal basis for the implementation of the process of delimitation of the state border. "This document contains an agreement that every time we work in other areas, we will not again refer to procedural issues," Grigoryan said.
He added that, according to the current situation, 9 meetings of the commissions have been held, as a result of which 2 protocols were signed - on April 15 and May 15, 2024. The rules of procedure for the commissions were also discussed.
On August 30, the Armenian Foreign Ministry reported that Yerevan and Baku had signed the Rules of Procedure for the Commissions. In particular, they provide for the organization of delimitation work, the adoption of relevant documents, the preparation of a protocol-description of the crossing of the state border, the preparation of a delimitation map of the appropriate scale, as well as the work of expert groups.
It is also noted that the regulation and documents that will be adopted on its basis will supplement the legal basis for ensuring the full course of delimitation work. The rules provide for the regulation of procedural issues between the two countries after the signing of the state border treaty.
On September 26, the Constitutional Court recognized the rules as consistent with the Constitution.
