ArmInfo.After each amnesty in Armenia, there is an increase in the number of crimes committed. This was stated on October 15 during parliamentary hearings on the crime situation in the country by the RA Minister of Internal Affairs Vahe Ghazaryan.
According to him, after previously announced amnesties, 4976 people were released, 1152 of whom subsequently committed crimes again.
The minister also noted that often after difficult work to identify persons who committed a crime, the courts apply a rather lenient preventive measure against them, not related to imprisonment, which does not exclude the possibility of them committing new criminal acts. For example, in 2023, petitions were submitted to the courts to apply a preventive measure in the form of arrest against 533 detainees, but 458 of these requests were rejected. And in the first 8 months of 2024, out of 1971 applications, 168 were rejected.
As a result, a person involved in illegal drug trafficking was released on bail, after which he committed armed robbery, theft, hooliganism, and also kept weapons and ammunition. Another person who committed a burglary was released on the same bail, after which he committed 4 burglaries.
Nevertheless, as the head of the Ministry of Internal Affairs assured, as a result of the reforms, positive results in the fight against crime will not take long to come. The police system will have 4 main structures - the Patrol Service, the Police Guard, the Criminal Police and the Community Police. Currently, the emphasis is on the creation of the Criminal Police and the Community Police. The first of them will deal with grave crimes, while the second with offenses.
