ArmInfo. The Constitutional Court of Armenia has recognized Armenia and Azerbaijan border delimitation commission's regulations as constitutional.
Recall that on September 24, the Constitutional Court of Armenia began a closed-door hearing on the matter of constitutionality of the regulations on the joint activities of the Armenia-Azerbaijan border delimitation commissions. On September 5, the government approved the ratification of this regulations. After the Court's decision, the document will be sent to parliament for ratification. The hearings in the Constitutional Court are held behind closed doors.
The country's Foreign Ministry announced the signing of the regulations on August 30. And already on September 2, the Armenian authorities official announced the signing of regulation on the joint activities of the commission on demarcation of the state border and border security between Armenia and Azerbaijan, as well as the state commission on demarcation of the state border between the Republic of Azerbaijan and the Republic of Armenia. The day before, the Supreme Body of the ARF, Dashnaktsutyun Party of Armenia, issued a statement declaring the regulations on the joint activities of the commissions proposed by the country's authorities unconstitutional.
The party pointed out that the regulations do not clearly define the initial border, which is the basis for delimitation. The Alma-Ata Declaration of 1991, referenced in the document, does not outline the borders of the CIS member states or mention of the administrative borders of the former Soviet republics. The fact that the parties in this declaration recognize each other's territorial integrity is also of no significant importance as an argument, as it is already enshrined in the UN Charter, the OSCE Helsinki Final Act and other fundamental international legal documents that Armenia and Azerbaijan have agreed to. " Azerbaijan's invasion of the Republic of Armenia was not restricted by the commitment to territorial integrity. Thus, the mention of the Alma-Ata Declaration does not deter Azerbaijani aggression," the party added.
