Artur Khachatryan, a member of the opposition faction in the NA, "Hayastan", asked members of the Cabinet of Ministers on September 11 during the government hour in parliament.
The deputy pointed out that it would be logical for Yerevan and Baku to first approve the regulations of the joint commissions before proceeding with the delimitation process. He questioned the necessity of developing these regulations and sending them to the Constitutional Court for consideration of their constitutionality if delimitation can be carried out without them. He mentioned that on March 6, the Cabinet of Ministers stated that Azerbaijan refuses to acknowledge the occupation of the territories of 31 settlements of the Republic of Armenia. As of now, no member of the government official or representative of Azerbaijan has refuted this statement. This was then followed by a statement from the Ministry of Justice of the Republic of Armenia that the delimitation in the area of 4 villages is preliminary.
"How preliminary is it and was it wrong to install concrete pillars there after the process was fully completed," he asked. "If the local residents feel calmer with a concrete wall there, then yes, there should be a concrete wall there. As for the legal aspect, I will refrain from commenting here, since the issue is currently in the Constitutional Court, whose assessment will be available to all of us," the Deputy Prime Minister of the Government of the Republic of Armenia and Co-Chairman of the Commission on Delimitation of the Armenian-Azerbaijani Border stated in response.
