As reported by Diario Armenia, former First Prosecutor of the International Criminal Court Luis Moreno Ocampo, made this statement this on August 27 during a meeting with students from Armenian educational institutions in Buenos Aires.
In his opening remarks, Moreno Ocampo called on everyone present to participate in the campaign to condemn Azerbaijan's crimes during the United Nations Framework Convention on Climate Change (COP29) conference, which will be held in Azerbaijan. "The problem that exists in the modern world is the absence of a single judge capable of changing the situation in Armenia. The world system is devoid of central authorities, leaving each state to rely on its armed forces for protection. This is evident in 2020 when Azerbaijan seized the territories of Artsakh. However, the current situation can be changed with the use of new information technologies," Moreno Ocampo emphasized.

The first goal, according to the expert, is to free the 23 Armenian leaders imprisoned in Baku. As a clear example, Moreno Ocampo, recalled the Armenian Genocide of 1915 and cited the story of Arshaluys Mardiganyan (Aurora), referencing the documentary film "Dawn of Aurora" (2022). In turn, representatives of the Armenian community in Argentina expressed their gratitude to Dr. Moreno Ocampo for his commitment to protecting the civilian population of Artsakh, who are facing a "genocidal blockade" imposed by Azerbaijan.
