The measure of restraint against citizen Samvel Vardanyan (arrested for insulting pro-government MP Hakob Aslanyan) was changed from house arrest to administrative control, on condition that he has no contact with the persons involved in the case. Vardanyan's lawyer Ruben Melikyan reported this on his Facebook page.
According to him, the Court of Appeal partially satisfied the defense's complaint.
"The bail of 7 million drams and the ban on absence are also in effect," the lawyer wrote, noting that Samvel Vardanyan had been in captivity for exactly 100 days.
On April 15, an incident occurred in public transport between a citizen and a deputy from the ruling Civil Contract faction, Hakob Aslanyan. Thus, Samvel Vardanyan, recognizing deputy Aslanyan riding on the bus, threw in his face "Anti-Armenian bastard, decided to go out into the world." These words aroused the anger of the deputy, who rudely and using swear words demanded to give him way, and then attacked the young man with his fists, knocking the phone out of his hands. Vardanyan was detained on the same day and charged with hooliganism, although, according to the human rights activist, there are no signs of hooliganism here. Later, the investigation supplemented the charge with an article on incitement of hostility and intolerance on a political basis. He faced 1 to 4 years in prison.
On the night of April 16, on the way from the Investigative Committee to the pretrial detention center, police officers stopped a car and got out under the pretext of relieving themselves. In the absence of police officers, unknown masked men dragged the detained Vardanyan out of the car and brutally beat him. Presenting details of the beating with the victim's permission, the defense reported that such an attitude can only be found in Baku prisons in relation to Armenian prisoners.
