ArmInfo.MP, former head of the Standing Parliamentary Committee on Human Rights and Public Affairs Taguhi Tovmasyan demands that the Prosecutor General and international partners give a criminal-legal assessment of the actions of law enforcement officers during the rally on June 12 near the Parliament building. This is stated in the official statement of the MP.
In particular, she said that she sent letters to international partners regarding the violation of citizens' rights on June 12 and a corresponding statement to the Prosecutor General. In her statement, Tovmasyan drew attention to the fact that the Photolure News Agency managed to record the use of a Zarya-3 grenade, which is not permitted under the order On Permissible Criteria for the Use of Special Means against a Person. The police had the right to use only Zarya and Zarya-2 grenades. The former head of the Committee noted that in the context of the "brand democracy" proclaimed by Nikol Pashinyan, disproportionate force was obviously used against the participants in the peaceful disobedience actions. She emphasized that the police used special means without proper and accessible warning to everyone, which contradicts the constitutional right to hold peaceful rallies. One of the citizens, not realizing that the object thrown into the crowd was a grenade, lost his fingers as a result of the latter's explosion. <In addition to flash-bang grenades and shrapnel explosive devices (dozens of people have shrapnel wounds), the security forces beat people during arrests or already in police cars", Tovmasyan said, also pointing to the presence of snipers, which created an atmosphere of fear.
According to her, one of the thrown grenades hit a group of media representatives covering the developments of that evening, who were also not informed about the use of special means. The right of journalists to carry out their professional activities was violated, and there are also victims among the latter. According to various sources, ambulances did not arrive on time, and people had to wait for help for almost an hour with bleeding wounds. "I drew the attention of my international partners to these and many other outrageous acts of violence, presenting clear facts about various human rights violations," Tovmasyan noted.
101 people, including 18 policemen, were injured on June 12 as a result of the use of flash grenades by the police. According to the Investigative Committee, a criminal case has been opened on the fact of mass riots during the protest action on June 12 in the center of the capital of Armenia. A preventive measure in the form of detention has been chosen for 8 people, two have been placed under house arrest, and another has been banned from leaving the country. The police have been instructed to detain another person on charges of hooliganism as part of a group of people and present him to the body conducting the proceedings. The necessary investigative and operational-search measures are ongoing in order to identify all participants in the mass riots.
