ArmInfo.A police guard will be established in Armenia. The RA National Assembly Committee on Defense and Security, at its first reading on June 7, issued a positive conclusion on the draft law submitted by the RA government.
Deputy Minister of Internal Affairs Arpine Sargsyan, who presented the draft, emphasized that the draft law had undergone a lengthy stage of discussions, including during parliamentary hearings. The guard will be engaged in ensuring public order, protecting facilities, transporting special cargo and other functions not related to the protection of the state, which distinguishes it from police troops. It will be formed from the police forces, the Main Directorate of State Police Security, special police units, and the Main Directorate of Criminal Police. It is very important that the new structure does not repeat other functions. The Guard will be under the general leadership of the Chief of Police. The draft law defines the status, composition, tasks and functions of the Police Guard, as well as the rights and obligations of its employees, including the proportionality of their use of force. The Police Guard will operate under civilian management and parliamentary control. Territorial units of direct subordination will also be created to ensure security in several regions of the country. Thus, as the Deputy Minister noted, the reforms in the police field provided and provide for four main areas - the establishment of the Patrol Service, Criminal Police, Municipal Police and Police Guard. In the fall of this year, it is planned to launch the Criminal and Municipal Police. Each of these bodies will have its own leader, who will be subordinate to the Chief of Police. In the case of the Police Guard, it is planned to begin recruiting employees who must apply to the Ministry of Internal Affairs with an application and take part in the retraining process, which will begin in early October. Anyone who wishes to take part in the retraining will be able to do so, but the final decision will be made if the applicants' results are positive.
