Prime Minister of the Republic of Armenia Nikol Pashinyan stated this on May 29 in a conversation with journalists, commenting on Baku's statement about the possibility of signing an agreement on the sidelines of the COP-29 climate conference, which will be held in the capital of Azerbaijan in November 2024.
However, as Pashinyan noted, in order to sign the document, there must be agreement between the parties on a number of provisions of the text of the agreement. "I hope to reach these agreements. However, general principles were previously agreed upon in Prague and Brussels, but now these principles need to be reproduced on paper," the RA Prime Minister said, adding that he sees an opportunity to complete this work as soon as possible. "As soon as I see that the work is completed and we can proceed to signing, we will further discuss the place, time, etc.," Pashinyan emphasized.
Answering the question about the reasons for Azerbaijan's refusal to fix the provisions of the 1991 Alma- Ata Declaration in the peace treaty, the Prime Minister pointed out the presence of some nuances. In reality, Pashinyan continued, work on the text of the peace treaty is multi-layered. In fact, there are provisions in the document that refer to the declaration, but there is no need to comment on this at this time as the work process is ongoing.
However, as Pashinyan emphasized, today there is a "significant change in the atmosphere" of the negotiation process, but this does not mean that the parties have reached the final stage. "The President of Azerbaijan has previously repeatedly stated Baku's commitment to the provisions of the Alma-Ata Declaration, but there are nuances that require additional discussions," the RA Prime Minister said. Let us recall that earlier the Azerbaijani authorities announced the possibility of signing a peace treaty with Armenia on the sidelines of the COP-29 summit.
