Armenia`s premier weclomes citizens` initiative in forming state  budget 

ArmInfo.  The initiative of the citizens of Armenia in the formation of the state budget of the country is the most expensive initiative, since we are talking about a document regulating the life of the country's citizens. Prime Minister of the Republic of Armenia Nikol Pashinyan stated on May 29 during discussions in the commissions of the National Assembly of the Republic of Armenia about the report on the implementation of the law "On the State Budget" of 2023.

According to him, citizens need to know the answer to the question of  why they should pay for this expensive initiative, and the solution  to this problem is conceptual. In this context, the Prime Minister  drew attention to the expenditure part of the state budget, which, in  fact, contains the idea that it is the residents of the republic,  paying a very high price, who create a state for themselves, and want  to know why they need this state. The citizen creates and supports  the state in order to collectively ensure the average level of  well-being of each resident of the country. However, according to  Pashinyan, freedom is no longer a sufficient basis for a citizen to  ensure the needs of the state; justice is also necessary, just as  security is not sufficient, since peace is needed. "Everything that  was previously called a security system turned out to be a very  dangerous approach. This system, to which funds and efforts were  directed, in fact, led to the generation of more and more new  dangers. Consequently, security alone is no longer enough, since we  need a world that can provide and security of the state," the prime  minister emphasized, adding that there is a gap in concepts between  real and unreal Armenia.

Pashinyan also emphasized that against this background, the  well-being of each individual person is no longer enough; his  happiness is also necessary. "In all cases, the state must be viable,  and the people must know why they are paying such a high price for  maintaining the state. If they pay to live even worse, they will not  feel free and happy, the meaning will be lost for them maintaining  the state," the Prime Minister emphasized.

He noted that an effective state in a changing world is one that  constantly overcomes existing challenges with its solutions adapted  to this world in order to achieve its goals," the head of the  Armenian Cabinet emphasized, recalling his statement made in 2022,  when it was noted that if the Armenian state is preserved for 1-2  years, this preservation will be ensured for many years. The  implementation of the 2023 budget is evidence of the long period of  existence of Armenia as an independent state.
