On the border between the Republic of Armenia and the Republic of Azerbaijan, chaired by Deputy Prime Minister of Armenia Mher Grigoryan and Deputy Prime Minister of Azerbaijan Shahin Mustafayev, the eighth meeting of the Commission on State Border Delimitation and Border Security was held on April 19.
According to the press service of the Armenian Foreign Ministry, during the meeting the commissions agreed on the following:
"At the initial stage of the demarcation process, the Parties have preliminarily agreed on separate sections of the border line, directly between the settlements of Baghanis (RA-Republic of Armenia) - Baghanis Ayrum (AR-Azerbaijan Republic), Voskepar (RA) - Ashagh Askipara (AR), Kirants (RA) - Khairemli (AR) Berkaber (RA) - Qizilhachili (AR) in order to conform to the legally established inter-republican border existing at the time of the collapse of the Soviet Union.
It was decided that the description of these sections of the border line will be drawn up taking into account the clarification of coordinates based on geodetic measurements on the ground, which will be documented in the appropriate Protocol-description, which must be agreed upon and signed by the Parties by May 15, 2024.
It was agreed, that the Parties will contact their Governments to take measures for the simultaneous and parallel deployment of their border guard services on the agreed sections of the border line. They also agreed that until the full completion of the delimitation process, the sections of the border line specified in the Description Protocol will be considered delimited.
In parallel, an agreement was reached to complete the work on agreeing on the draft Regulations for joint activities of the Commission on the Delimitation of the State Border and Border Security between Armenia and Azerbaijan and the State Commission on the Delimitation of the State Border between the Republic of Azerbaijan and the Republic of Armenia by July 1, 2024 and to begin the process of internal approvals and approval of the Regulations in the manner and in accordance with the requirements of the legislation of the states of the Parties' states
The Parties agreed that the delimitation process will be based on the Alma-Ata Declaration of 1991. The Parties also agreed to fix this basic principle in the draft Regulations (if in the future the Agreement on the Establishment of Peace and Interstate Relations between the Republic of Armenia and the Republic of Azerbaijan is established otherwise, the corresponding paragraph of the Regulations will be brought into line with the principles established by this Agreement).
It was agreed, after the approval of the Regulations by the Parties, to agree on the sequence and continue the process of demarcation of all remaining sections of the border, including issues related to enclaves and exclaves. Based on the results of the meeting, a protocol was signed. The Parties have agreed to coordinate the date and place of the next meeting in the regular course of work.
