ArmInfo.The process of a peace treaty between Armenia and Azerbaijan continues, today and tomorrow in Berlin the foreign ministers of the two countries will discuss this issue. Chair of the National Assembly Standing Committee on Foreign Relations Sargis Khandanyan stated in a conversation with journalists on February 28.
According to him, based on the results of these negotiations, it will be possible to give an assessment of what stage of the peace process the parties are at. Before this meeting, the 7th package of proposals for a peace treaty was presented, and, apparently, the foreign ministers of the two countries will work on the text of the document itself for two days. "Then it will be possible to draw a conclusion about whether progress has been noted in the negotiation process or not," the parliamentarian emphasized.
He added that in the negotiation process that preceded discussions at the level of foreign ministers, some details were discussed that were initially agreed upon, but later Azerbaijan abandoned these agreements. Meanwhile, the Armenian side insists that the parties adhere to previously reached agreements. " All this proves that Azerbaijan is not a reliable partner. If, after signing the agreement, tensions do not subside, then there is simply no point in holding negotiations. The Armenian side just wants a reduction in the level of tension," the MP emphasized, not wanting to predict the possibility of new armed provocations against Armenia. However, he noted that the lack of progress in the negotiations involuntarily leads to such developments.
Khandanyan noted the need to bring Baku into a constructive field, and the role of mediating countries in this issue is significant. "If they manage to do so, it will be great," Khandanyan said, considering the latest statements by Azerbaijani President Ilham Aliyev, who put forward a number of new demands to Yerevan, unacceptable, especially when it comes to the internal affairs of Armenia. "Yerevan, as well as the mediators, believe that the basic principles of the settlement have been agreed upon. It is within the framework of these principles that bilateral relations should be settled. Arms control is no less important , which the Armenian side insists on, and which was stated yesterday by the Minister of Foreign Affairs of the Republic of Armenia Ararat Mirzoyan," the parliamentarian noted.
Speaking about Russian mediation, as the MP noted, at present there are no negotiations with the participation of the Russian side, and for this reason it is difficult to assess the effectiveness of this mediation. There is also no progress in relations between Armenia and the Collective Security Treaty Organization.
