It is extremely important that the Republic of Armenia takes an official position, assuming responsibility for the collective return of the Armenians of Artsakh to their homeland, and creating the necessary conditions for this. Former Ombudsman of the Republic of Artsakh Artak Beglaryan stated during a press conference on February 15.
"Without the political responsibility of the Republic of Armenia, I cannot imagine that we will achieve success. Because within the framework of international relations, countries look at the official position of Armenia, and no country will do more for the citizens of Artsakh than the Republic of Armenia. And in this context, we are faced with a specific task," he said.
Due to the lack of working mechanisms to ensure the right of Artsakh residents to return to their homeland or protect other rights, according to the former ombudsman, in order to be understood by the international community, it is at least necessary to fix the rights and requirements.
Regarding the cultural heritage, which is now under the control of the Azerbaijani side and is being destroyed, Beglaryan noted that in addition to trials in international institutions, it is necessary to formulate a clear political agenda, clear demands and more intensively use legal tools.
At the same time, he emphasized that it is naive to believe that peace between the parties is possible with one document between Armenia and Azerbaijan, which does not include the right of the Artsakh people to security.
In turn, Artsakh Ombudsman Gegham Stepanyan added that the United States, Russia and the EU will not do more for the people of Artsakh than the Republic of Armenia if they publicly or privately demand not to close the Nagorno-Karabakh issue.
At the same time, he emphasized that no one is going to give up Artsakh. "We will demand the implementation of international law. And it is important for us to have a platform to present our vision, especially in the case when the Republic of Armenia does not touch upon the issue of returning Artsakh citizens to their homeland in the negotiation process, or does not talk about it publicly. Therefore, it is important for us that a platform is created where we can talk about these topics," he said.
