ArmInfo. A land plot of 2.4 hectares in the resort area in the village of Artavaz, Kotayk region, was returned to the state and assigned to the State Property Committee. The resolution was adopted on February 8 at a meeting of the RA Cabinet of Ministers.
As Prosecutor General Anna Vardapetyan stated, the Anti-Corruption Civil Court in April 2023 satisfied the request of the supervisory authority, which invalidated the results of the auction of May 2007, and as a result, the deal for the sale of the said plot between the governor of Kotayk (the governor of the region in 2001-2014 was Kavalenko Shahgaldyan) and his adviser, as well as further state registration of property (a land plot with an area of about 24 thousand square meters, located in the Tsakhkadzor community) in the name of the son of the head of the region in October 2015.
The land plot is valued at 46.9 million drams and transferred to the State Property Management Committee. The case of another land plot, covering an area of 2 hectares, is under consideration and will soon be submitted to the government.
The Prosecutor General presented the background to the case. Thus, by government decision of 2007, 558,800 sq. m of forest land located beyond the administrative boundaries of the communities of Kotayk region, and 364,800 sq. m of forest land of the Hrazdan community were transferred to the community on the right of gratuitous ownership, then the regional administration of Kotayk and the Hrazdan mayor's office held false auctions for the sale of land plots, and persons wishing to purchase specific land plots were issued fake ownership documents.
In 2019, the body carrying out the proceedings decided to terminate proceedings against the governor of the Kotayk region, the head of the regional administration department, the chief specialist of the same department, the chief accountant, the mayor of Hrazdan and a group of employees of the municipality on the basis of the expiration of the statute of limitations, the prosecutor's office filed 14 lawsuits, 6 of which were satisfied.
