In a word, Minasyan emphasized, the Armenian authorities are implementing a policy of handing over everything that can be handed over. Even the maps on which Yerevan will negotiate with Baku are of a technical rather than fundamental nature. These fundamental issues include Armenia's refusal to use force in response to threats coming from Azerbaijan, the absence of demands for the return of occupied territories of the country and the release of prisoners and detainees.
