"The National Assembly of the Republic of Artsakh is the only, I emphasize, the only legitimate structure that has received the votes of the people of Artsakh, which must continue its work in the legal, political, humanitarian and information areas.
The President of Artsakh can dissolve the government before January 1, but cannot dissolve the National Assembly, according to the Constitution of the Republic of Artsakh, we do not have the right to self- dissolution, the National Assembly of the Republic of Artsakh cannot be dissolved until May 21, 2025," Tovmasyan noted in an interview with Artsakhpress. At the same time, he stated with regret that Artsakh was lost in November 2020. "The National Assembly is not dissolved and cannot be dissolved on its own, regarding the right of return, lost property and preservation of cultural heritage, who should raise this issue if not the National Assembly of Artsakh. Return to Artsakh is possible if there are international guarantees - we will study them, and then say whether we will return or not, but without international guarantees, the right of any citizen to life is under threat," added the former Chairman of the National Assembly of the Republic of Artsakh. He also said that over 10 Thousands of Artsakh residents have already left Armenia due to deteriorating living conditions, including increased housing rents.
