ArmInfo.Problematic issues with Russian companies in the arms sector have been mostly resolved, but a number of problems remain unresolved. This was stated by the RA Ministry of Defense in response to a written request from the RFE/RL's Armenian service, without specifying whether we are talking about contractual obligations of $400 million or not.
Last week, Gagik Melkonyan, a member of the Defense Committee, reported that some consignment of Russian weapons had already been delivered to Armenia.
In 2023, the Armenian authorities repeatedly accused Russia of not fulfilling the arms contracts worth more than 400 million dollars.
RA Prime Minister Nikol Pashinyan spoke about this for the first time at the government session on September 29, 2022. In particular, he noted that "there are cases when hundreds of millions of dollars are paid, but supply obligations to Armenia are not fulfilled, including by allied countries."
And already on November 24 of this year, Pashinyan said that the Russian side could write off part of the Armenian debt in exchange for weapons that Armenia purchased, but which were never delivered. The Russian side does not comment on this issue. Only a couple of times at the level of members of the legislative body, the fact of the existence of a problem in this area was confirmed.
Meanwhile, one of the Armenian newspapers, referring to its sources, reported that it is about the contract signed between the Ministry of Defense of Armenia and the Russian factory NPO Splav JSC, which produces Smerch-type missiles. At the same time, as the sources clarified, before the start of the military operation in Ukraine, the factory contacted the Ministry of Defense of Armenia several times with a request to take the finished products.
