ArmInfo. RA Prime Minister Nikol Pashinyan believes that Armenia needs a new Constitution. He stated on January 19 at the Ministry of Justice of the Republic of Armenia while discussing the department's 2023 activity report at the Ministry of Justice. The press service of the Prime Minister informs that before the discussion, the Prime Minister made two emphases, one of which is the involvement of the Ministry of Justice in the work of the border commission with Azerbaijan.
"It is obvious that we live in a world that is changing at a very high speed and in unpredictable directions, and it is very important to finally answer the following question: what is our vision and formula for ensuring the security of the Republic of Armenia? We have had many discussions on this issue in various formats, and my conclusion is that the cornerstone of ensuring the security of the Republic of Armenia is legitimacy," he noted.
According to him, the government sets the task of creating and developing a legal, democratic state on the internationally recognized territory of the Republic of Armenia. "And this should be the strategic perception of the future of our country," he pointed out.
"The question arises, what is the territory of the Republic of Armenia? Actually, I want to emphasize once again that we do not need to look for an answer to this question, but simply take an already existing answer from the shelves and put it on the table: < >: At the same time, I connect the legality of our actions and positions on the conceptual level and condition it within the framework of the logic of the concept "the motherland is the state" concept.
Referring to the next point of emphasis, Prime Minister Pashinyan noted: "The world is changing, and our region will inevitably change as well, and the Republic of Armenia will change as well. This change can be viewed in different ways. But no matter how we feel about evolution, it happens. Therefore, our position and approach should not be to stop this evolution, this in itself is illogical, because by stopping the evolution, we will come to degradation, but to manage it in accordance with the state interests of Armenia," said Pashinyan.
In this regard, the Prime Minister believes that the Republic of Armenia needs a new Constitution, not constitutional changes, but a new Constitution. At the same time, according to him, there is no need to change the model of public administration. "Taking into account our democratic aspirations and strategies, the parliamentary model of governance is the most suitable for the Republic of Armenia," he said, clarifying that in political terms a completely different task is being set. Firstly, Pashinyan notes, the Republic of Armenia must have a Constitution adopted by the people of the Republic of Armenia based on the results of voting, <which will not raise doubts>. <This is also an important emphasis related to legitimacy. Secondly, we must have a Constitution that will make the Republic of Armenia more competitive and viable in new geopolitical and regional conditions," he pointed out.
