According to the Deputy Minister of Justice of the Republic of Armenia Armenuhi Harutyunyan, under the current regulations, it turns out that the positions of director and deputy directors of the NSS are military service positions. The director of the service is appointed and dismissed by the President of the Republic on the proposal of the Prime Minister. Considering that, according to paragraph 1 of part 2 of Article 5 of the Law "On Bodies of the Public Administration System", the Service is a body subordinate to the Prime Minister, and the director and deputy directors of the Service, according to the current regulations, are appointed and dismissed by the president, it is necessary to revise the existing regulations in such a way in such a way that the Prime Minister appoints and dismisses the mentioned persons, taking into account the subordination of the Service to the Prime Minister," said the Deputy Minister.
As MP from the opposition faction Armenia Artur Khachatryan noted in his speech, the government is taking away all possible powers from the president. In his opinion, there is no justification for the fact that the prime minister, as a political figure, will appoint the head of the National Security Service, who in principle should not be subject to political influence. Therefore, this right remained with the president, who must also be apolitical. According to the deputy, several previous amendments to the legislation expanded the prime minister's ability to appoint any person to the desired position, without any professional qualifications. This trend continues. "Apart from playing the piano, will you leave any powers to the president or not?" Khachatryan ironically addressed the ruling majority.
