ArmInfo.The European Court of Human Rights rejected the complaint of former chairman of the Constitutional Court of Armenia Hrayr Tovmasyan and three former judges of the Constitutional Court Alvina Gyulumyan, Hrant Nazaryan and Felix Tokhyan.
The ECHR ruled that ratione materiae (due to the circumstances related to the subject matter, ed. note) the complaint filed by the applicants was inadmissible and rejected their claims. The ECHR verdict is final and cannot be appealed.
On June 26, 2020, constitutional changes initiated by the "My Step" faction of the National Assembly came into force, according to which the powers of judges who have been in office for 12 years are terminated. Hrayr Tovmasyan's powers as Chairman of the Supreme Court were also terminated, and he continued to serve as a judge of the Supreme Court. The applicants complain that they did not have access to a court to challenge the termination of their powers as judges and that it was carried out in an arbitrary manner.
