According to him, this is evidenced by the recent statement of Assistant Secretary of the US State Department for European and Eurasian Affairs , James O'Brien, from whose speeches one can conclude that the United States views Armenia as a friendly partner country rather than as an ally. Based on this, Washington will do everything possible to reduce Yerevan's dependence on Moscow, and will also eliminate all possible risks for Armenia from the Turkish-Azerbaijani tandem.
"The United States believes that it was as a result of the use of force by Azerbaijan that the Armenian population of Nagorno-Karabakh was forced to leave their places of residence, perceiving this as unacceptable actions. Thus, Baku must create conditions so that Armenians can live peacefully in their homeland. Baku must withdraw its troops from this region so that the UN and EU missions can safely carry out their observation missions without the participation of Azerbaijani and Russian troops," the political scientist said.
He pointed to O'Brien's remarks that Russian peacekeeping forces in Karabakh have failed and should be replaced by alternative forces in the form of the United States or a united West by 2025 at the latest.
Hovannisyan recalled that US-Azerbaijani relations are frozen because Azerbaijan does not behave in accordance with the visions of the US and the West.
The political scientist emphasized that Armenia's reorientation towards Europe is welcomed by Washington. Moreover, Washington wants to form a trilateral US-Armenia-EU format, which will accelerate Yerevan's movement in this direction. The West is ready to neutralize all economic, political, diplomatic and even military risks that may arise from Russia, including energy and food. The United States will help Armenia reform its agricultural industry and provide the necessary assistance to avoid famine in the early years of the transition period.
Moreover, the United States views the establishment of a corridor to Nakhichevan through Iranian territory as posing a threat. They also consider Yerevan's cooperation with Tehran and Moscow problematic, and Washington will do everything to ensure that Armenia does not need that cooperation.
Earlier, James O'Brien stated, that it is necessary to find a replacement for the Russian peacekeepers in Nagorno Karabakh. "Currently, Russian troops are present there, this is their first term, according to the 2020 ceasefire statement. If there is an alternative for these countries [Armenia and Azerbaijan] there will be no need for the participation of Russian peacekeepers anymore. They have already failed in their task as peacekeepers," the diplomat assured, adding that it is necessary for the Russian peacekeepers to leave after the expiration of the five-year period - in a year and a half. According to the Assistant Secretary of State, the United States is ready to offer an alternative to Russian peacekeepers. "The best approach is to provide both countries with an alternative - to work with us and with the West," he said, noting that the United States and the European Union want Armenia's rapprochement with its transatlantic allies and are developing a scheme to ensure it.
