ArmInfo.Each country itself determines at what level it will participate in this or that event.  This is how Maria Zakharova, the official representative of the Russian Foreign Ministry commented on November 9 during a briefing on the non-participation of the Secretary of the Security Council of Armenia at the 11th session of the secretaries of the CIS Security Councils in Moscow on November 8.

When asked by the journalist whether Moscow tried to clarify the  non-participation of the Secretary of the RA Security Council at the  meeting, Zakharova, in particular, said: "There was nothing to  clarify here, because on the one hand he was going to do it, then he  said he couldn't due to schedule changes. As we have seen, he  received the senior adviser on South Caucasus issues of the US State  Department in Yerevan.  Well, draw your own conclusions."

The diplomat also noted that Armenia was represented at the session  at the level of the RA Ambassador to Russia. "And the level is  determined by the state itself," the representative of the Russian  Foreign Ministry summed up.
