Earlier, the Karabakh side appealed to the Azerbaijani side to immediately stop hostilities and sit down at the negotiating table to resolve the situation.
On September 19, the Azerbaijani Armed Forces began shelling the suburbs of Stepanakert and other cities of Nagorno-Karabakh using artillery and UAVs. According to the message of Artsakh Ombudsman Gegham Stepanyan, as a result of another large-scale aggression unleashed by Azerbaijan against Artsakh, there were casualties and wounded, both among the civilian population and among military personnel. Two deaths (one child), 26 wounded (11 children) were recorded among the civilian population. Cases of attacks on civilians, damage or destruction of civilian objects were recorded in the peaceful settlements of Martakert, Martuni, Askeran, Shushai regions and in Stepanakert. As a result of attacks and communications disruptions, the Office of the Human Rights Defender faces serious challenges in gathering facts. <Fact-finding work continues. Stepanyan added that after a nine-month blockade, hunger and exhaustion, the criminal authorities of Azerbaijan have entered a bloody stage of genocide against the people of Artsakh. "This is a consequence of the impunity of ongoing Azerbaijani crimes and the irresponsible actions of the international community," emphasized the Human Rights Defender of Nagorno-Karabakh.
