Ambassador-at-Large of the Republic of Armenia Edmon Marukyan said in an interview with the Public Television of Armenia. "If a person can be detained in the presence of the ICRC, Russian peacekeepers, then all the remaining formulations of readiness to cooperate, integrate - simply collapse," he stressed.
Marukyan considers that what is happening is a borderline situation, for the settlement of which, according to him, solutions to ease the tension are needed. In this regard, he pointed out the expediency of starting a negotiation process between Stepanakert and Baku.
On July 29, 68-year-old Vagif Khachatryan, who, accompanied by the International Committee of the Red Cross, was taken from Artsakh to Armenia for treatment, was abducted by representatives of the Azerbaijani border service and taken away in an unknown direction. For several hours, nothing was known about his fate. Later, the Prosecutor General's Office of Azerbaijan informed about the decision to detain Khachatryan, accusing him of war crimes allegedly committed in 1991.
On July 26, Armenia sent a humanitarian convoy to Nagorno-Karabakh (361 tons - flour, pasta, granulated sugar, vegetable oil, milk powder, salt, baby food and medicines on 19 trucks), which is still standing in the border zone near Kornidzor.
Since December 12, 2022, Artsakh has been under siege due to the closure of the Stepanakert-Goris- Berdzor (Lachin) interstate highway by Azerbaijan, as a result of which the rights of 120 thousand inhabitants of the country, including 30 thousand children, were violated. Despite the fact that on February 22 the International Court of Justice granted Armenia's demand and ordered Azerbaijan not to impede the free movement of goods, people and vehicles through the Lachin corridor in both directions, Baku has not yet complied with this legally binding decision.Moreower, on April 23, Azerbaijan established a checkpoint in the Lachin corridor in the zone of responsibility of the Russian peacekeeping contingent. And after the June 15 incident, the Azerbaijani side completely blocked the Lachin corridor, as a result of which even humanitarian aid, including food and medicine, is not delivered to Nagorno-Karabakh.
