ArmInfo.Cases of large-scale theft, fraud and forgery by officials of the RA Ministry of Defense have been revealed in Armenia. The Anti-Corruption Committee of the Republic of Armenia reports.
According to the materials of the criminal case, M.Kh., after being appointed commander of the Nth military unit in 2018, as well as the head of the financial service of the same military unit, S.P., reached an agreement with the representative of the Gazprom Armenia company A.D. on the write-off of unused gas intended for a military unit. From October 2018 to March 2019, the representative of "Gazprom Armenia", as a result of mechanical intervention, made monthly readings of the gas meter. As a result, the Ministry of Defense paid 12 million drams for unused gas. Later A.D. transferred 2 million drams of this amount to the commander of the military unit.
It was also established that in the same way M.Kh. stole money to pay for electricity consumption. In particular, the head of the financial service of the military unit and the representative of the "Electric Networks of Armenia" company reached an agreement on the issue of selling the unused part of the electricity, stealing a total of 11 million drams.
After S.P. was relieved of his post in June 2019, the commander of the unit assigned illegal actions to the head of the public utilities N.V. He continued to falsify the data, as a result, the military unit paid 8 million drams more for electricity in 2019-2022. In 2018-2022, the unit commander himself received about 4 million drams from an employee of Electric Networks.
All participants in the criminal scheme were charged under the relevant articles of the RA Criminal Code. During the preliminary investigation, more than 21 million drams of damage caused to the state was collected, and to ensure compensation for the rest of the damage, the property belonging to the accused was seized. The criminal investigation has been completed. The materials of the proceedings were transferred to the supervising prosecutor with an indictment, with a motion to send to the court.
