According to the press service of the RA Prosecutor General's Office, in 2004 the Ministry of Defense received a building and a land plot of a $500,000 debt from a bank, and a month later sold it to another bank for $410,000 cheaper.
Thus, according to the information, the prosecutor's office of the Avan and Nor Nork administrative districts of Yerevan initiated a case on the alienation of property and territory located at Moldovakan 27a in the territory of the "Park of Tigran the Great" of the Nor Nork administrative district. The investigation showed that on May 17, 2004 "Credit-Yerevan Bank" LLC was issued a certificate of ownership for a building with an area of 441.01 sq.m and for renting a land plot with an area of 525 square meters at the address: Moldovakan Street, 27a (this land was included in the list of lands not subject to alienation by the mayor of Yerevan on April 27, 2004).
On June 1, 2004, an agreement was signed between the liquidated "Credit Yerevan Bank" LLC and the Ministry of Defense represented by S.S. (Serzh Sargsyan was Minister of Defense in 1993-95 and 2000-07, ed. note) - V.A., in exchange for obligations in the amount of 500 thousand US dollars, the bank transferred a building with an area of 441.01 sq.m and a land plot with an area of 525 sq.m, located on Moldovakan street, 27a to the Ministry of Defense.
According to the agreement, the ministry was obliged to return the amount, in case of sale exceeding 500,000 US dollars, to Credit Yerevan Bank. Meanwhile, just a month and 12 days later, on July 13, 2004, the Ministry, represented by Minister S.S., sold the same property of Anelik Bank LLC for USD 90,000. In addition, the study of the master plan of the city of Yerevan, approved by a government decree of December 12, 2005, revealed that the indicated territory was separated from the boundaries of the park due to circumstances that have not yet been clarified and was attributed to a land plot of public development. In particular, in 2006, the chief architect of Yerevan informed Anelik Bank LLC that the land plot was not included in the list of restrictions under Article 60 of the RA Land Code and could be alienated, on the basis of which the land plot was sold for 2 million 375 thousand 100 drams to the specified Bank. In 2007, by the decision of the Mayor of Yerevan, the bank also sold a land plot adjacent to the plot with an area of 274.85 sq.m., as well as a land plot with an area of 239 sq.m. square meters, without permission to carry out urban planning activities.
In 2018, Anelik Bank sold the said property to two citizens (A.V. and Ar.V.) for 135 million 556 thousand drams.
