"Kocharyan deprived Karabakh of any independence and violated the will of the people of Nagorno-Karabakh. Moreover, he deprived it of its only internationally recognized status, which implies being at the same table with the Russian Federation, the United States, France, Azerbaijan and Armenia. He noted that Kocharyan's motivation was that he won the 1998 presidential election with fraud and took the office of head of state illegitimately. The prime minister added that the second president sacrificed the internationally recognized status of Nagorno-Karabakh in order to gain legitimacy, as well as in order for the international community to turn a blind eye to the usurpation of power in Armenia.
