
ArmInfo.Head of the opposition "I have honor" parliamentary faction Hayk Mamijanyan insists that a direct negotiation process between Stepanakert and Baku cannot proceed from the interests of Artsakh.
"Since November 9, 2020, I have stated that a direct negotiation process between Baku and Stepanakert is possible only on the agenda of integration or reintegration," Mamijanyan said at a briefing in the National Assembly on May 2.
According to the parliamentarian, it is naive to expect that RA Foreign Minister Ararat Mirzoyan " will become a genius in terms of diplomacy and change Azerbaijani approaches to this issue." Therefore, we are witnessing the fulfillment of another condition of Azerbaijan, he added. <The direct negotiation process of Stepanakert-Baku cannot follow from the interests of Artsakh, which was also mentioned by various Artsakh officials, since the negotiating agenda of the meeting does not include discussions of humanitarian, situational issues, but a real political, negotiating process where Azerbaijan comes up with its own agenda , which is not in the interests of Artsakh and Armenia>, he noted.
He recalled that back in November 2020, the leader of Baku said that they were ready for negotiations with Stepanakert only within the framework of this agenda. "There is no such mechanism that would allow to separate the Artsakh conflict from the Armenian-Azerbaijani relations and obtain a favorable solution, this is impossible," Mamijanyan said.
He also considers unrealistic the statement of the Armenian side that they would fight for the formation of an international mechanism for Stepanakert-Baku negotiations. <If you look at the narrative of the current authorities, then all of them are trying to promote the following thesis - Armenia is not represented in Artsakh, Armenia has nothing to do with this process, this is all regulated by the November 9 document, there can be no questions to Armenia, they should be addressed to Stepanakert, > he noted. Mamijanyan recalled that for more than a year the opposition has been trying to convey to the masses that official Yerevan has washed its hands of Artsakh, and if earlier the authorities denied this fact, today they publicly admit it. "There is a decision on the negotiation table according to which Artsakh will become part of Azerbaijan," Mamijanyan noted.
Regarding Nikol Pashinyan's statement that Armenia recognizes the territorial integrity of Azerbaijan, Mamijanyan said that this is another manipulation, since the Artsakh conflict has never been a territorial dispute between Armenia and Azerbaijan. "As for the territorial integrity of Azerbaijan, the Armenian authorities have never recognized Artsakh as a part of Azerbaijan for the simple reason that Artsakh became independent earlier than Azerbaijan, in accordance with the letter of international law at that time," the opposition MP said, pointing to the fact that the current government is silent about the right of the people of Artsakh to self-determination on all international platforms.
