ArmInfo.In Artsakh, the presidential form of government will be replaced by a semi-presidential form. The Commission of the National Assembly of Artsakh at its meeting on April 26 issued a positive conclusion on the draft Constitution of the Republic of Artsakh presented by the President.
Zhirayr Mirzoyan, Deputy Head of the Artsakh Presidential Administration, noted that the project proposes to transform the system of government by moving from a presidential system of government to semi- presidential system of government, taking into account the imperative of ensuring the security of the state, as well as the need to ensure the flexibility of the public administration system in emergency situations.
The draft proposes to regulate relations related to the indirect elections of the President of the Republic in exceptional cases. It is also proposed to retain the right of the National Assembly to elect the President of the Republic during the period of martial law, determining the procedure for exercising these powers.
The commission approved the project with 4 votes in favour. It will be presented in the first reading at the next session of the National Assembly.
