ArmInfo.Secretary of the Security Council of the Republic of Armenia Armen Grigoryan and Senior Advisor to the US Secretary of State for Negotiations in the South Caucasus, new American Co-Chair of the OSCE Minsk Group Louis L. Bono discussed the developments around the process of settlement of Armenian-Azerbaijani relations.
According to the press service of the Security Council, the parties touched upon the situation in Nagorno- Karabakh, which has developed as a result of Azerbaijan's illegal blockade of the Lachin corridor. In this vein, the Secretary of the Security Council emphasized the need to send an international fact-finding team to the Lachin corridor and Nagorno-Karabakh.
From December 12, 2022, the so-called Azerbaijani environmental activists blocked the only road linking Artsakh with both Armenia and the rest of the world. At the end of December 2022, Armenia submitted a lawsuit against Azerbaijan to the International Court of Justice of the United Nations within the proceedings of the Committee on the Elimination of Racial Discrimination. Armenia asked the Hague Court to apply the following interim measures: to compel Azerbaijan to stop organizing and supporting alleged "rallies" that have blocked free movement through the Lachin Corridor. In addition, Armenia asked the Court to oblige Azerbaijan to ensure the unhindered free movement of all people, vehicles and cargo through the Lachin Corridor. It should be noted that the decisions adopted by the Court or made in any case are binding for the states participating in the dispute(Chapter XIV, Article 94.1 of the UN Charter); they are final and not subject to appeal (article 60 of the Statute). In the event that any party to a case fails to comply with the obligations imposed on it by the decision of the Court, the other party may apply to the Security Council, which may decide to take measures to enforce to implement the decision (Chapter XIV, Article 94.2 of the Charter).
