I thought that after my arrival the negotiations with Azerbaijan would return to the normal course, but the opposite happened. He noted that the most important thing was done: what is happening in Artsakh was inventoried, because in order to attract investments and work with the outside world, it is necessary to understand what the situation is in the republic. <You must first yourself understand what you have here, what is the situation here. We have clearly figured out how decisions are made, how the mechanism of governance works in Artsakh. He noted that in the first 100 days of his tenure as the state minister of Artsakh, it was planned to present a vision of further steps, which is already available. Now, according to the former state minister, there is an understanding of what needs to be done in Artsakh in the field of education, infrastructure and finance. "The blockade and severe restrictions on movement have stopped many things, but many projects are in the process, and they are being implemented. If we want to build a system, and not just promote it, this requires a systematic approach>, Vardanyan emphasized. According to him, there are many ideas, but the question is whether the president will use them, and how he will work with the next state minister, depends on him. Ruben Vardanyan assessed his experience as a state minister as unique and fantastic.
According to him, at the first meeting of the government, he outlined five crisis points: the financial crisis, the crisis of constitutional reform, the crisis of state administration, the crisis of a potential blockade or hard winter, and the crisis of apathy and indifference. "I must say that I considered and still consider all these five crises to be fundamentally important. Somewhere we managed to change something, somewhere we didn't, but the main thing is that we really metthis winter not quite prepared for it to be so harsh.
