
ArmInfo.Former secretary of the Artsakh Security Council, former commander of the Defense Army Samvel Babayan alarms about a constitutional crisis in the NKR. Thus, in a statement by Babayan, received by ArmInfo, it is noted that against the background of possible internal political developments in Artsakh, the information skirmish is growing.
<As a result of political reorganization, the goal of coming to power justifies the means. In any case, before and after the 2020 national elections, I have always, including publicly, stressed the importance of constitutional reforms. The issue was also a key one within the framework of the memorandum of cooperation signed between the "Free Motherland-UCA" bloc of parties and the "United Motherland" party. The need to amend the constitution became acute in the post-war period>, the politician noted.
At the same time, he believes that the "one step forward, two steps back" tactics of the initiative to amend the Constitution led to a constitutional crisis, the attempts to resolve which began to be linked to personnel policy and / or the replacement of individuals.
Babayan is convinced that this approach was also simply situational, which, instead of balancing, created a counterbalance to power, which, in turn, deepened the crisis.
<In the "super-presidential" model of governance of Artsakh, it seems that the branches of power are separated, but there are no practical balancing mechanisms - everything starts with the institution of the president and ends there.
At the same time, everyone can make a decision, but the responsibility for the consequences of all these decisions again rests with the president. That is why everyone is in power, but incompetent, everyone is endowed with power, but not responsibility. Even if they want to, they cannot take it upon themselves, since the "monopoly" of responsibility by the Constitution is assigned to the president.
Under the conditions of such constitutional regulation, will someone have a desire to be in power, can someone aspire to occupy any position? Someone, maybe, but not me>, said the politician.
Therefore, he believes that the constitutional crisis that has arisen in Artsakh, with all the ensuing consequences, lies on the conscience of the political and public circles of Artsakh, who suffer solely from an obsession with holding a position, stealing from the state budget, being as close as possible to the ruling circles, but not wanting to share political and social responsibility.
<The situation in Artsakh and its environs is a direct consequence of the constitutional crisis, therefore, instead of engaging in idle work to mitigate its consequences, all our efforts should be aimed at eliminating its causes.
I call on those who are concerned about the preservation of the last fragments of the subjectivity of Artsakh to direct all possible efforts to resolve the crisis, which can only be done with constitutional amendments," Babayan concluded.
Earlier, the President of Artsakh initiated the process of amendments to the main law of the country.
