ArmInfo.At today's meeting of the Operational Headquarters chaired by State Minister of the Republic of Artsakh, Chief of the Operational Headquarters Ruben Vardanyan, a number of topical issues related to ensuring the primary needs of the population in the context of the ongoing blockade of Artsakh by Azerbaijan were discussed.
According to the press service of the NKR State Minister, in this context, the importance of introducing a system of coupons was emphasized, which will make it possible to distribute the available food products as proportionally as possible.
It was noted that the mechanisms for implementing the system have already been developed. Initially, it is planned to use several types of products of priority importance. Currently, technical and organizational work is underway to switch to the coupon system in the coming days. The Minister of State instructed to summarize the issues raised by the population during the meetings, highlight the problems and discuss the possibilities for their solution. "These meetings showed that the difficulties of the blockade did not break the spirit of the people. Three groups of issues were raised: local problems associated with a specific settlement, general problems that require a systematic solution, and claims. There are also urgent problems, the solution of which should be a priority," he said. The state minister was also presented with the condition of the roads, the progress of the organization of work on snow removal. It was reported that as a result of the blocking of the Stepanakert-Goris highway by Azerbaijani "eco-activists", it is not possible to carry out a complete cleaning of the highway, and a large section remains uncleaned, which damages the quality of the road.
The meeting also discussed the possibility of transporting seriously ill patients with the assistance of the International Committee of the Red Cross (ICRC), as well as the reunification of separated families with minor children. The importance of working in these areas with the ICRC was noted. It was also reported on the current situation in the markets of food products, medicines, gasoline and diesel fuel. Steps taken to ensure the smooth operation of energy, water supply and infrastructure were presented. Recall that since December 12, 2022, the Azerbaijani side, under a far-fetched environmental pretext, blocked the only road connecting Artsakh with the outside world. The population of the NKR has been in blockade for almost a month, deprived of basic means of subsistence.
