ArmInfo. Overworking is one of the major problems of Armenian courts, Judge Anna Pilosyan stated at the hearing organized by the Standing Committee on Human Rights.
She pointed out a need for relevant amendments to the current legislation. At present, judges are wasting much time for writs of execution based on the rulings by the Court of Arbitration. Ms Pilosyan proposes recording judicial acts and submitting them to the Compulsory Enforcement Service.
Damage claims constitute 80% of claims, with the claimed amounts being within AMD 500,000 (about $1,200). Transferring the function to notaries would be a solution to the problem, and relevant legislation has been discussed since 2012, but has not so far been approved for technical reasons. As regards appointing more judges, Ms Pilosyan said that the government cannot afford it as the number of judges has to be doubled, which implies a higher number of judicial clerks, as well as provision of premises and equipment.
