ArmInfo.Artsakh is still in a crisis state. Summing up the results of his activities as a state minister, Artak Beglaryan stated this during a press conference held on November 3 in Stepanakert . He recalled that he took the post of State Minister on June 1, 2020 in the post-war crisis period, and the Republic faced many serious problems, a number of which have not been overcome to this day.
At the same time, Beglaryan drew attention to the fact that the state system was ready for this crisis. "Yes, of course, there were omissions. But there were also many successes. During these two years, a lot of rehabilitation work was done: infrastructure, social programs that saved the lives of the inhabitants of the Republic of Artsakh in certain stable conditions. Of course, during this period we had a lot of program success and gaps, but we must take into account that the entire state system worked," he said, also pointing to the presence of an ideological crisis in the country.
According to him, problems in public administration and the lack of ideology, in turn, gave rise to a crisis of public confidence in state bodies and officials, which, of course, is much more pronounced after the war due to external factors. "The main fear is awareness of the acuteness of the perception of the crisis situation and appropriate steps accordingly. However, this is a much more sociological problem," the outgoing state minister of the Republic of Artsakh noted.
At the same time, he acknowledged that during his tenure he could not and did not have time to solve all the tasks facing him. At the same time, he stated that a regulatory framework was created under him, and its effective operation made it possible to achieve success in a number of areas. In particular, in housing, construction and the social sphere, which are still ongoing.
"We introduced the institution of a social worker, we had some success in terms of training, but from this point of view, I think that we have big gaps, because there is a problem of managerial abilities in the state system. Unfortunately, we do not have a normal education system. We hope that serious success awaits us in the near future. There are much more radical problems in terms of improving management efficiency, the education sector has not yet reached the stage of strategic development," he said.
In response to the journalist's clarification whether his resignation from the post of state minister was connected with the position he expressed during the annual meeting of the Hayastan All-Armenian Fund, when it was proposed to change the Fund's Charter and remove the wording "Republic of Artsakh", Beglaryan, in particular, said:
"I expressed my disagreement with the change in the charter of the Hayastan All-Armenian Fund and the removal of the name 'Republic of Artsakh'. I do not see any connection between this and my resignation. This is due to the President's decision to appoint Ruben Vardanyan, who will have broader powers. As for Fund, then yes there were problems, discussions, then I presented my position on this issue in writing and was guided in this by conscience and devotion to the Motherland.
At the same time, he noted that in the future he sees himself in the system of public administration of Artsakh. "I am ready to take on any responsibility within my capabilities. There were proposals to take a position in the state system, in the coming days there will be official information about this," Beglaryan added.
