ArmInfo.The Siloviki TV channel published a document, which, according to the channel, was discussed on September 27, 2022 in Washington (most likely, judging by the date, between Secretary of the Security Council of Armenia Armen Grigoryan and assistant to the President of Azerbaijan Hikmet Hajiyev).
According to the source, this document became a key topic of conversation in Prague between the leaders of Armenia, Azerbaijan and Turkey.
So, according to the English-language document under the headings: "Obligations of the parties in the tripartite negotiations", the parties committed themselves to the following:
"The foreign ministers of the parties will begin time-bound, text bassed negotiations to complete a peace agreement by the end of the calendar year.
Representatives of the delimitation committee will complete the delimitation of the Armenian-Azerbaijani international border in parallel with the negotiations to be done by the end of the calendar year.
The Azerbaijani government will nominate a representative to work with a similar representative designated by the Armenian ethnic community of Nagorno-Karabakh to conduct discussions on the rights and securities for the residents of Nagorno-Karabakh. The representatives will provide transparency to the international community on their discussions . The parties will continue to review the role of an international observer without prejudice to the sovereignty of Azerbaijan, as well as to ensure the protection of the minority group in Nagorno-Karabakh.
The parties committed to remain engaged in discussions on establishing a route for providing ground communication between Azerbaijan and Nakhichevan, including mutual access for Armenia through the territory of Azerbaijan.
All detainees during the September 2022 violence will be released without preconditions in the coming days."
In addition, as the facilitator of discussions between the parties, the United States expects "the parties to ensure that there is no resumption of violence and expects the parties to focus on progress in negotiations to complete the process by the end of this year.
