He recalled that in March 2022, Baku submitted five proposals, proposing to conclude a peace treaty on their basis. Yerevan, in turn, responding to these initiatives, stated that there is nothing unacceptable in these proposals, but these points should be supplemented, and on the basis of these additions, the Armenian side is ready to negotiate with the aim of signing a peace treaty with the consent of the parties on all points. At first glance, the head of government continued, it seemed that there was an understanding of the parties on this topic, but the development of the situation, and in particular, the results of the last meeting of the leaders of Armenia and Azerbaijan in Brussels, showed that Baku refuses to negotiate a peace treaty, taking into account the proposals of the Armenian side. The proposals of the Armenian side included several points, one of which concerned the strict implementation of the tripartite statements of the leaders of Armenia, Russia and Azerbaijan dated November 9, 2020, January 11, 2021 and November 26, 2021. Another point concerned the issue of security, the rights of the people of Artsakh and the resulting status of Nagorno-Karabakh. Meanwhile, as the Prime Minister noted, Baku refuses to negotiate with Armenia on the issue of Nagorno-Karabakh, stating that this issue has been resolved, and, at least, this problem is an "internal affair" of Azerbaijan.

Baku's proposal on mutual recognition of each other's territorial integrity for the Armenian side is both unacceptable and acceptable. Pashinyan stressed that Azerbaijan constantly raises the issue of a transport corridor through the territory of Armenia. Meanwhile, the position of the Armenian side continues to remain the same, namely: Yerevan is not going to provide corridors to anyone, but the country is interested in unblocking all transport and economic ties that all countries of the region, including Armenia, could use them. A trilateral working group co-chaired by the vice-premiers of Armenia, Russia and Azerbaijan is engaged in resolving this issue. Russian Co-Chairman Aleksey Overchuk stated bluntly in Yerevan that all transport communications should be under the sovereignty of the states through territories of which they will pass. As Pashinyan noted, in this context, the demands of the Azerbaijani side seem illogical, and their latest actions testify to Baku's attempts to archive the agreements reached on November 9, 2020.
