ArmInfo.Baku has not yet responded to proposals to stabilize the situation on the border. Armenian Prime Minister Nikol Pashinyan stated on March 31 at a government meeting.
Pashinyan recalled that following the trilateral meeting held in Sochi on November 26, 2021, the President of the Russian Federation, the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia adopted a statement stating that an agreement had been reached on taking measures to increase the level of stability and security on the Armenian-Azerbaijani border, as well as the start of the process to establish a bilateral commission for the demarcation and delimitation of the state border between the Republic of Armenia and the Republic of Azerbaijan. "I do not think that this statement can give rise to discrepancies. Obviously, the establishment of a demarcation and delimitation commission should be preceded by steps to increase the level of stability and security on the Armenian-Azerbaijani border. Azerbaijan has not made any proposals about this," Pashinyan said.
As the prime minister pointed out, meanwhile, Armenia proposed to withdraw the troops equally from the borders of the Soviet times and to deploy a fixed number of border guards, as well as establish international control on the border. "Azerbaijan has not yet given an official response to this proposal, according to information received from third countries, our proposal is unacceptable to Azerbaijan," he said.
However, according to Pashinyan, in this regard, the Armenian side has been and remains as flexible as possible and has also proposed several formulas for the withdrawal of troops. As the prime minister pointed out, Azerbaijan again, either does not accept them or leaves them unanswered. "In fact, this means that they are trying to maintain tension on the border and the possibility of resuming hostilities also in the process of demarcation, formulate territorial claims against Armenia and resort to military provocations if these requirements are not met. This is an unacceptable approach," the prime minister added.
In any case, Pashinyan considers it necessary to launch an international mechanism for monitoring the border situation. "We have proposed several such options, including to Azerbaijan, and we will accept any of those options that Azerbaijan will accept," Nikol Pashinyan concluded.
