ArmInfo.The Azerbaijani authorities' attitude to Artsakh is part of their deliberate policy, stated Armenia's former human rights defender Arman Tatoyan.
"On March 8, they damaged the gas main on purpose and have since been putting obstacles to repair works. Over 100,000 civilians, children, old people, kindergartens and schools have been deprived of hot water and heating, which has caused a humanitarian disaster and mass human rights violations," he said.
"They are shelling villages, people and their homes, schools. They are using small- and large-caliber weapons. They have amassed armored vehicles, including tanks, near villages, making a show.
"They are threatening the civilians in the Armenian language, trying to force people into leaving their homeland," Tatoyan said. These actions are part of the anti-Armenian policy.
"And what else can be called genocide and ethnic cleaning? I am sending my reports to international organizations," he said.
