ArmInfo.Vice-Speaker of Armenia's Parliament, Armenia's Special Envoy for normalization of relations with Turkey Ruben Rubinyan, in response to an opposition MP, explained the mechanisms of appointing the envoys and Armenian foreign office's statement on a "constructive atmosphere" at the negotiations with the Turkish side.
The opposition MP also inquired about the reasons why Armenia's public learned about the appointment of special envoys from the Turkish foreign office.
Mr Rubinyan reminded the MPs that it was last year that a Russian foreign office representative announced the process, with Armenia's foreign office confirming the statement later.
"Then the Turkish side announced the appointment of its emissary, without naming him. The Armenian side welcomed that and announced the appointment of its emissary, or rather, special envoy," he said.
Turkey appointed its special envoy, followed by Armenia.
"An agreement was thus reached. The time and place were chosen through Russian mediation as well. The meeting took place in Moscow. As to what is meant by the 'constructive atmosphere', it is exactly what we mean - a constructive atmosphere. The Armenian and Turkish foreign offices issued press releases on what the special envoys had discussed. The Russian foreign office issued a statement as well," Mr Rubinyan said.
