ArmInfo. The criminal case against former Minister of Defense of Armenia David Tonoyan and others (the former deputy chief of the General Staff Stepan Galstyan, businessman David Galstyan and 4 other people) was sent to the court with an indictment.
As head of the public relations department of the RA Prosecutor's Office Arevik Khachatryan said in an interview with the media, David Tonoyan was charged under Clause 1, Part 3, Art. 179 of the RA Criminal Code, Artak Davtyan - under Part 3 of Art. 375 of the RA Criminal Code, Stepan Galstyan, Avetik Muradyan, Vladimir Babayan and Artem Ambaryan - under Part 3 of Art. 375 of the RA Criminal Code and under Part 1 of Art. 314 of the RA Criminal Code, and David Galstyan, paragraph 1, part 3 of Art. 178 of the RA Criminal Code and clause 1 of Art. 325 of the RA Criminal Code.
On September 30, 2021, the court of general jurisdiction of Yerevan granted the investigator's petition to use arrest as a measure of restraint against former Minister of Defense of Armenia David Tonoyan for a period of two months. Tonoyan, who is accused of large-scale embezzlement and official falsifications, does not accept the accusation.
Tonoyan was arrested within the framework of a criminal case under investigation by the RA NSS, initiated on the fact of abuse of official powers and commission of official forgeries by high-ranking officials of the Defense Ministry and the RA Armed Forces in the process of supplying ammunition for the needs of the Armed Forces. "Within the framework of the above-mentioned criminal case, David Tonoyan, who served as RA Defense Minister in 2018-2020, and director of the supplier organization David Galstyan, were detained on suspicion of embezzlement on an especially large scale. On the same day, both were accused of embezzlement of money on an especially large scale - 2,277,323,840 drams and falsification, committing socially dangerous acts, and petitions were submitted to the court for choosing a preventive measure in the form of arrest, "the RA NSS said.
Within the framework of the criminal case, Deputy Chief of the General Staff of the RA Armed Forces Stepan Galstyan was arrested and then taken into custody. He is accused of abuse of office, which entailed grave material consequences, and forgery.
