On December 8, the Parliament of Armenia approved the bill on the ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Armenia on information interaction and exchange of information in electronic form, signed in Moscow in May 2021, on issues within the competence of the internal affairs bodies of the Russian Federation and the Police of the Republic of Armenia."
As Deputy Chief of the RA Police Ara Fidanyan stated yesterday, with the ratification of the document, it will become possible to organize more promptly and efficiently the exchange of information between the RA Police and the subdivisions determined by the RF Ministry of Internal Affairs. The agreement will allow, in particular, to provide, receive information in electronic form; ensure the security of information received under the Agreement in accordance with the legislation of each Party to international treaties to which they are parties. According to the Deputy Chief of the RA Police, the information received in accordance with the Agreement will be used exclusively for official purposes and will not be passed on to a third party without the prior written consent of the competent authority of the participating state that Fidanyan added.
As noted in the background to the document, the RA Police have been exchanging information since 1992 on the basis of the Agreement on Relations between the Ministries of Internal Affairs in the Field of Information Exchange (signed in Cholpon-Ata on August 3, 1992), as well as on the basis of Interstate Agreements on the Exchange of Information in fight against crime, signed in Astana in 2009. "However, the above acts do not provide an opportunity to join the CIS Forensic Science network of law enforcement agencies, exchange information through it, and gain access to additional information resources online (the CIS Information Bank array)," the document says. To facilitate the operational exchange of information between the two departments, as well as to gain access to information resources on the Internet, in 2017, an Agreement was developed and signed between the Government of the Republic of Armenia and the Government of the Russian Federation on information cooperation and electronic exchange of information.
